Report Comparison#
The Report Comparison module is one of FrameCounsel's most powerful tools for criminal defense. It automatically identifies discrepancies between police narrative reports and what actually occurred on video, surfacing contradictions that might take hours of manual review to find.
Importing Police Reports#
FrameCounsel accepts police reports in PDF, DOCX, and plain TXT formats. To import a report, drag the file into the Evidence Panel or use File > Import Evidence ().
Upon import, FrameCounsel extracts the text content and parses it into structured claims. The parser handles common police report formats including:
- Narrative sections and supplemental reports
- Use-of-force documentation
- Arrest reports and probable cause affidavits
- Incident summaries and witness canvass reports
OCR for Scanned Documents
If your PDF is a scanned image rather than selectable text, FrameCounsel automatically runs on-device OCR to extract the content. OCR quality is highest when the scan resolution is 300 DPI or greater.
Claim Mapping#
Once a report is imported, FrameCounsel's NLP engine identifies individual factual claims within the narrative. Each claim is categorized by type:
- Temporal claims - "At approximately 2:14 AM, the suspect exited the vehicle"
- Action claims - "I observed the suspect reach toward his waistband"
- Sequence claims - "I gave verbal commands before deploying the taser"
- Observation claims - "The suspect appeared intoxicated"
Each extracted claim is linked to the corresponding section of the original report, so you can always verify the source context.
Contradiction Scoring Algorithm#
FrameCounsel compares each claim against the video transcript, detected events, and timeline data. The comparison produces a three-tier flag system:

| Red | Direct contradiction between report and video evidence | Report says "suspect was standing" but video shows suspect on the ground |
| Amber | Inconsistency or unsupported claim requiring further review | Report claims verbal warning was given but audio is inconclusive |
| Green | Claim is consistent with or supported by video evidence | Reported time of arrival matches video timestamp |
Each flagged item includes the specific report excerpt, the contradicting evidence, a confidence score, and a suggested explanation for the discrepancy.
Always Verify AI Findings
The contradiction scoring algorithm is an assistive tool. All red and amber flags should be independently verified by the attorney before being cited in legal proceedings. AI-generated analysis is not a substitute for professional judgment.
Working with Results#
Flagged contradictions appear in the Findings Panel, sorted by severity. Click any finding to jump to the relevant video timestamp and highlight the corresponding report text side-by-side. You can accept, dismiss, or annotate each finding.
Export your contradiction analysis to include in motions or share with expert witnesses through File > Export Findings.
